2012 Budget ignores fair indexation as carbon tax arrives on 1 July

57,000 military superannuants, and their families, will continue to be denied fair, just and equitable indexation of their DFRB and DFRDB military superannuation pensions in this year's Budget.

It is now clearer than ever that in order to deliver this important and necessary reform we must change the Government.

Shadow Minister for Veterans' Affairs, Senator the Hon. Michael Ronaldson, said the ongoing failure of the current Labor-Greens Government to address this inequity made the Coalition more determined than ever to deliver this reform.

"Labor's budget says no to a fair go for our veterans and their families", Senator Ronaldson said.

"Our veterans have struggled for long enough with unfair, unjust and inequitable indexation of their military superannuation pensions. Not only are they about to be hit by the impact of the carbon tax, with no compensation, but they will not get the fair go they deserve, and that the Coalition has committed to."

"The Coalition will address this. This is an unequivocal commitment."

"Similarly, there is no restoration of funding cut in last year's Budget for veterans' advocacy services. This is despite closure of veterans' welfare centres across the country and the desperate pleas from veteran and ex-service organisations for more help to assist veterans in need."

"Similarly, the Government has not yet publicly announced its decision on the Sutherland Review of service in the British Commonwealth Occupation Force in Japan in 1946-47. This is an outstanding 2007 election commitment that demands a formal response."

Senator Ronaldson said the Government's response to the Campbell Review of Military Compensation Arrangements would require further, detailed analysis with stakeholders.

"It is hoped that the Government's $17.4 million package to address recommendations of the Campbell Review will ensure that the 2003 commitment of Coalition veterans' minister Danna Vale to maintaining the 'best possible outcome' under current military compensation arrangements is strengthened."

"A number of the recommendations do not have an immediate start, an outcome likely driven by the Government's reckless and wasteful spending in past years, and its cooking the books approach to the surplus it will never deliver."

Senator Ronaldson said he was concerned that the bureaucracy to support the forthcoming Centenary of ANZAC would cost taxpayers $10.4 million.

"Funding has finally been delivered for the Australian War Memorial, a commitment the Coalition made on 22 February 2011."

"However, I am concerned that more will be spent supporting the ANZAC Centenary Advisory Board ($10.4 million) than on the local community grants programme ($9.5 million)", Senator Ronaldson said.

ADSO on the Budget - Some Good Outcomes But Military Pensions Ignored

Those in receipt of military pensions could not have been more impressed with the opening words the Minister for Veterans' Affairs, Warren Snowdon, used in his budget-related media statement on Tuesday when he said "Our priority is to make sure we look after those who have sacrificed so much for this country,"

The Alliance welcomed the Government's response to the Review of Military Compensation Arrangements and its $17.4 million commitment over the next four years to implement 96 of its 108 recommendations.

But the Alliance is disappointed that the Government ignored the opportunity to:

• increase the Veteran Disability Pension which was excluded from the pension improvements included in the 2009 budget

• restore a condition of employment relating to military superannuation indexation, that superannuation payments (pensions) would be indexed to maintain their purchasing power.

Robert Oakeshott MP’s Notice Of Motion - Military Superannuation Indexation

Rob Oakeshott (Ind) continues to support us with his second Notice of Motion to the House of Representatives. This motion differs from his previous motion 24 May 2010 by naming all military superannuation schemes. It is seconded by another independent MP Tony Windsor (New England). The earlier motion was seconded by Bob Katter. Note that it is a Notice of Motion and NOT a Member's Bill.

On behalf of the 64,000 Australians unfairly affected by having their military superannuation pensions continue losing purchasing power and therefore continual erosion in their standard of living, ADSO thanks Mr Oakeshott for his continued support. We look forward to all sides of the political spectrum supporting Mr Oakeshott and more importantly, taking the necessary steps to right this wrong.

The Notice of Motion is as follows:

MEMBER FOR Lyne : I give notice that on the next day of sitting I shall move—That this House

(1) recognises the:

(a) involvement of Australian service men and women in war and peacekeeping operations; and

(b) role of family, friends and community networks in supporting those Australians who have served in our military; and

(2) calls on the Government to:

(a) consider increasing the Military Superannuation and Benefits Scheme Pension, Defence Force Retirement Benefit Pension and the Defence Force Retirement and Death Benefits Pension twice annually by the greatest of the Consumer Price Index, the Pensioner and Beneficiary Living Cost Index and the Male Total Average Weekly Earnings; and

(b) do this in recognition of the unique circumstances of military service compared to all others within the public service.

Rebuttal of Gary Gray's Letter

The Hon. Gary Gray AO MP, Member for Brand,Special Minister of State, Minister for the Public Service and Integrity's letter 4 May 2011 in reply to a DFRDB superannuate's question on military superannuation indexation, reflects an unwavering position from the standard Government's standard template "spin" and its avoidance of answering the questions asked. And this follows the MP's recent encounter with Pete Criss on Perth Radio 6PR (23 April 2012) with Howard Sattler where Gary Gray when asked what is the Government's position is said 

“The Government will continue to index pensions at CPI as we always said we will and we will treat our serving forces and retired military people with the respect they deserve and ensure the benefits and pensions they receive is what they signed up for.”

 Clearly, Gary Gray's letter is unsatisfactory with its misrepresentation and failure to reveal all the relevant facts

AUSTRALIAN GOVERNMENT FACT SHEET — INDEXATION OF MILITARY SUPERANNUATION PENSIONS

The Government recently commissioned what it calls a "Fact Sheet" in response to ADSO letters asking for fair indexation of military superannuation pensions. Their MPs and Senators now routinely enclose this "fact" sheet when replying to constituent requests for fair indexation.

The Government "fact" sheet is inaccurate, avoids the key indexation issues, and is economical with the real facts. It is a triumph of spin over substance.

But don't take ADSO's word for it. Make up your own mind...

At the Going Down of the Sun We will Forget Them (Independent Australia) 5 May 2012

Independent Australia's Contributing Editor-at-large Tess Lawrence's reporting gave oxygen to the Fair Go Campaign's objective, to restore military superannuation indexation entitlement to that promised, when main stream media seemed to have blacked out reporting on the plight of the Diggers. She traces the progress to date with vigor and writes that the loyalty and service of veterans has been "...rewarded with a comparative humiliating pittance of a pension and an inadequate superannuation scheme and death benefit ... and under the radar of the general public."

And she concludes: "There is no question that those who believe in a fair go for Veterans and their families have proved the case well beyond prima facie."

Rinehart and Downer join bid to boost ADF pensions

BILLIONAIRE Gina Rinehart has joined corporate leaders and former military chiefs in pushing for an overhaul of the way that defence pensions are indexed, placing the federal government under renewed pressure to improve the financial entitlements of retired service personnel.

Ms Rinehart's name is prominent on a statement issued by the Alliance of Defence Service Organisations' Fair Go campaign, which urges the leaders of the three major political parties to support changes to bring indexation of military superannuation pensions into line with the age pension, which, since 2009, has been adjusted twice yearly to keep pace with the cost of living.

Where age pensions are pegged to a sophisticated formula that takes account of average earnings, cost of living and inflation, military pensions are pegged to inflation only. The peak welfare organisation for the armed services estimates that as a result of the discrepancy, there is a growing super gap between retired defence personnel and other workers.

Ms Rinehart put her name to the statement along with retired chiefs of the navy, army and air force, other corporate leaders and foreign minister in the Howard government Alexander Downer.

Former navy chief David Shackleton said the value of military pensions had diminished in real terms and "a lot of folk who have done a lot of things for this country are effectively being discriminated against".

"It wouldn't be difficult to be extremely cynical about politicians who talk about fairness, equity and doing the right thing -- and sometimes are quite pleased to stand next to soldiers when they have got their medals on -- and don't actually follow up with actions," Mr Shackleton told The Australian.

"This is a significant omission and they need to fix it."

Former army chief Peter Leahy said retired Defence personnel had become frustrated by the promises made by politicians and their failure to deliver.

A private member's bill to change the method of indexation introduced by Liberal senator Michael Ronaldson was last year voted down by Labor, the Greens and Nick Xenophon.

"Leadership is about looking after others before yourself and in this case, the politicians are missing in action," Mr Leahy said.

Mr Leahy took aim at the federal government's Special Minister of State, Gary Gray, who last week defended the current pension arrangements. Mr Gray told Perth Radio 6PR: "The reason we don't do it the other way is simply based on cost. We signed up to an arrangement and we will honour that arrangement."

The government estimates that adopting age-pension indexation for Defence pensions would cost $1.7 billion over the forward estimates of the federal budget.

Retired Air Vice Marshall Peter Criss, one of the organisers of the Fair Go campaign, said the indexation changes were needed to protect recipients of the Defence Force Retirement and Death Benefit Scheme introduced by the Whitlam government and its replacement, the Military Superannuation Benefit Scheme, which was introduced in 1991.

A Fair Go for All – Media Release: Statement of Support

Past military chiefs and Australian corporate identities have joined forces in a call for action by issuing a media release with a Statement of Support to veterans in their battle for fair indexation of their military pensions.

The PM Julia Gillard, and Political Party Leaders' Tony Abbott, Christine Milne and Warren Truss, are asked to announce that all forms of military superannuation pensions will receive the same percentage increase twice yearly, as is applied to the age pension, and that the DVA disability pensions be fully restored.

The statement is signed by retired Chiefs of Navy, Vice Admiral David Shackleton AO; Army, Lieutenant General Peter Leahy AC; and Air Force, Air Marshal Jake Newham AC. They are joined by Gina Rinehart and many noted corporate persons.

Oakeshott mounts super fight for military

MILITARY superannuation pensions could be debated in federal Parliament next month, if Lyne MP Rob Oakeshott gets his way.

Mr Oakeshott has submitted a notice of motion to discuss the scheme, which he says is unfair.

"I hope Parliament considers treating ex-servicemen with the financial respect they deserve," Mr Oakeshott said. "They've been left a long way behind other pensioners."

Saving taxpayers' money is the government's main excuse why Australians who served in the army, navy and air force have been paid a rate based on the Consumer Price Index.

‘I don’t count’: Govt lets down Hastings Digger, 95

OUR Diggers continue to fight a personal battle with the federal government for a "fair go" on military superannuation pensions.

Bill Lord, 95, who served in the army for 33 years, said he felt betrayed by the government. "I feel hurt as a senior citizen. I served 33 years in the army and what the Australian Government is doing to me now is saying you don't count," he said.

"I'm so far behind with my pension against the cost of living that it's just simply not fair."
